ODNI called him a liar.
Whistleblower Matthew Brown authored the Immaculate Constellation report, the document that first surfaced allegations of a hidden Pentagon system compartmentalizing high quality UAP imagery from Congress. Brown submitted the report through Senate and House channels beginning in 2023, and journalist Michael Shellenberger later entered it into the Congressional record. According to journalists Jeremy Corbell and George Knapp, an Office of the Director of National Intelligence official told them Brown had fabricated the entire program, was engaged in counter-espionage activity, and held antisemitic views. Brown denies all three claims and says the same official now oversees whistleblower intake at the very office meant to protect him.
He was not the only target. Fellow whistleblower Dylan Borland, a fifteen year Air Force geospatial intelligence analyst, testified under oath to Congress in September 2025 about a roughly one hundred foot triangular craft he encountered near a NASA hangar at Langley Air Force Base. Corbell says an ODNI investigator separately told him that Borland had described a classified effort called Project Rubik’s Cube during a protected Inspector General session, including a pyramid shaped power source and an inscribed hieroglyph. Corbell notes ODNI should never have disclosed that SCIF testimony to an outside journalist in the first place. Borland has neither confirmed nor denied the specifics, citing classification law, but he flatly denies a separate ODNI claim that he drew a sensitive military sensor system and mischaracterized it as alien technology, an allegation that carried an implied threat of prosecution for treason.
Both men describe the same pattern. Promises of protection followed by silence, then leaked characterizations designed to discredit them the moment they became inconvenient.
Instead of staying isolated, Brown and Borland went public together. Alongside fellow whistleblower Jeffrey Nuccetelli, who testified about incidents he investigated at Vandenberg Air Force Base, the three have cofounded Vanguard Enterprise, an organization built specifically to give UAP whistleblowers the legal, financial, and psychological support the government has never provided. Borland serves as Founder and CEO, Brown as Co-Founder and COO, and Nuccetelli as Chief Development Officer.
The smear campaign was built to isolate them.
Instead, it organized them.
