One of the most persistent structural problems in UAP research is not a lack of data — it is a lack of coordination. The All-domain Anomaly Resolution Office, NASA’s designated UAP study group, and independent scientific researchers each hold fragments of a larger evidentiary picture, yet no formal mechanism exists to bring those fragments together into a coherent whole.
To understand why this fragmentation persists, it helps to recognize a critical historical context: the compartmentalization of UAP information predates modern interagency coordination by decades. During the Cold War, UAP reports were routinely classified and segregated within military and intelligence channels specifically to prevent foreign adversaries from understanding what sensor systems could detect. That classification architecture remains largely intact today, creating an inheritance problem that modern coordination efforts struggle to overcome. The original justification, security through compartmentalization, now actively prevents the transparency and data-sharing that resolution requires.
The implications of this fragmentation are significant. AARO operates within the classified national security framework, granting it access to sensor data and military reporting chains that civilian scientists cannot reach. NASA, by contrast, brings open scientific methodology and public accountability, but is largely excluded from the classified domain. Private researchers, meanwhile, often possess witness testimony, physical trace evidence, and analytical findings that neither government body has formally incorporated into its own work. The result is that each silo validates only what it can directly observe — and none can see the full scope of the phenomenon.
This concern has been raised by credible voices across the research community. According to former intelligence officials and senior aerospace scientists, the absence of a unified investigative framework stands as a fundamental obstacle to resolution. What Corbell’s exchange makes plain is that the problem is not merely bureaucratic inertia — it is structural, embedded in the competing classification authorities, institutional mandates, and funding streams that govern each organization’s scope of work.
Until a binding interagency protocol is established and enforced, one that includes both cleared and uncleared researchers operating under agreed evidentiary standards, the most consequential data points may continue to exist in isolation, unseen by the people best equipped to interpret them.
